After a six-week pause, the Renters’ Rights Bill is back on the move. The Government has now announced the committee stage dates, signalling renewed momentum as the Bill heads into the final stretch of its journey through the House of Lords.

🔍 What Happens During the Committee Stage?
The committee stage involves a detailed, line-by-line review of the Bill. Every clause and schedule is examined, debated, and—if needed—amended. This is one of the most in-depth stages in the parliamentary process.
Amendments proposed ahead of the sessions are published in what's called the "marshalled list", which is regularly updated as discussions progress. Every change is debated, and any section can be revisited and voted on.
At the end of this stage, if amendments are made, a new version of the Bill is published to reflect these changes.

Once the committee stage concludes, the Bill moves to:
- Report Stage – An additional chance for further changes and refinements.
- Third Reading – A final overview in the House of Lords.
- House of Commons Review – MPs will then review any amendments made in the Lords.
🤔 Will the Government Accept Changes from the Lords?
It's unlikely that significant changes from the House of Lords will be accepted. Here’s why:
- The Government holds a strong majority in the House of Commons.
- The Bill is a core part of the current Government’s manifesto, and ministers are expected to push ahead with their original proposals.
If disagreements arise, the Bill will enter a “ping-pong” stage—bouncing between the two Houses—but the Lords can only delay, not block, the Bill.

Despite earlier delays, the Renters’ Rights Bill is still on track to become law this year. While it won’t come into force straight away, landlords should start preparing for changes now, with implementation likely towards the end of 2025.
